Colorado Bill SB19-054 RE: (Former) Military Vehicle Motor Vehicle Regulation

Concerning authorization to operate a surplus military vehicle on the road.

Current law requires a motor vehicle to be designed for operation on a highway in order to be covered by the "Uniform Motor Vehicle Law", which governs driver's licenses, registrations, and traffic regulation. The bill authorizes the owner of a surplus military vehicle to register the vehicle with the department of revenue and be issued a license plate if:
  • The vehicle complies with the laws governing motor vehicles and traffic;
  • The vehicle uses wheels for movement, weighs less than 16,000 pounds empty weight, has a 20,000 pounds gross vehicle weight rating or less, and is not affixed with working mounted firearms; and
  • The owner signs an affidavit stating that the vehicle will not be driven on roadways for more than 1,500 miles per year.


    If the vehicle is registered, it may be driven on roadways and the title can be converted from showing off-highway vehicle to highway-use vehicle, but the vehicle must comply with registration provisions, driver's license provisions, and traffic laws.

The bill also authorizes surplus military vehicles to operate on the road if they are authorized emergency vehicles. A qualified surplus military vehicle may be registered as a collector's item.

Usually you will see these type of bill proposals after a recent AAMVA meeting. These people get together for their annual meeting in roundtable discussions complain about how they ( The DMV administrators) "struggle" to classify military trucks and vehicles that are "uncomfortable with" in their respective states. I think they are lazy and want to make everything easy and homogeneous for THEM. Logic seems to allude them. Past member of SS have actually moved out of CO because his vehicle was in Jeopardy of not being able to be driven as he wanted.

That looks like a 5ton ban.

I'll be surprised if this ends well for us. It should be really easy to pass the proposal and fix a problem that they created. But then, what has happened in the Peoples Repubik of Colorado is exactly what the far-left legislature and governor who wants to run for prez, has wanted. They are the ones who created the registration mess for us on purpose, this is where they want it to be. They are anti-police, anti-gun, decriminalizing every law possible and no fan of the military. Every time one of the other deep blue states does something bizarre, Colorado says hold my joint, (not hold my beer-get it?).

Not vehicle related, but they are adding registering a gun barrel law soon......really?

Couldn't imagine after all these years some Electra folk representing their State still find the need to target military vehicles.

Writing the State reps and providing the long standing, reasonable MV position seems to evade some of those folks whom appear the 'need' to justify their positions by doing 'something'. The MV community has still not been loud enough to get the DMV/ AAMVA people to look elsewhere.

Interesting how the Director of DMV is also an AAMVA member. Or should I say conflict of interesting.

A reasonable person would think Lt. Colonel Barry Bratt would have more influence over these decisions.

Please understand that the AAMVA has no direct power to change law. They get all charged up at these meetings and think they are going to show the World who is Boss when they return to their State. The usually use some flunky to get the bill recognized in their respective State. Likely that someone trying to make themselves look "mighty" to their constituents.

Definitely involve SEMA.

I started writing a really thought-out guy on the ground level view of how our local politicos are all into these shenanigans together, but I deleted it as I didn't want the admins/ to taz me for going off the deep end. (it got pretty long) Anyway, I can find zero info. on how many crashes or incidents involving privately owned military vehicles have occurred at any time frame at any place in the US. Colorado does allow a wide range of non-highway safe vehicles to be used on public roadways, many without a driver's license, registration or insurance required but have singled out military vehicles as bad. Grrrrrrrrrrr.........(bad word, bad word. bad word)

They hate us. It has nothing to do with safety and everything to do with taking something away from the people they hate. Your post #370 nailed it.

I don't know that CO can be retaken. If I lived there, i'd move.

In 2019 I spoke with the head of the Colorado DMV. He claimed he was prior Army and there was nothing he can do despite how I discussed freedom, registration compliance, unfairness, loss of revenue , and how he is financially hurting lots of businesses whom I have pictures of useing FMV dump trucks, Water tankers, and such for new construction homes and roads.

So I left Colorado.

It's not even like there's that many MV's out there. A lot of times when you drive one, people look at it like it's a UFO... Not to mention there are already EXISTING laws that require that vehicles be in a safe mechanical condition, and that they are safely driven, no matter what kind of vehicle they are. Enforcing the laws we already have should be enough.
