For what it matters, shape of teeth still looks normal to me. If they really were "rolled over" I think edges would look different, drive vs...

How in the world...?? If there really was a BL inside that tire, it (tire plus BL) won't move at all, until the wheel comes apart.
I think you have no BL there and that the tire bead (not beadlock) already popped off of its seat.
Maybe someone decided to add sealant/adhesive in between both...
By design, VA and HA are perfectly aligned. And the drawing you posted shows 400mm between EG and VA (with all dimensions being metric, obviously.)
Should be clear enough, or why are you still asking?
