    M998 Trailer plug replacement

You may have to get a plug and solder new wires to it. I had to do that on a truck I have.

    Red Antifreeze

Reading about Antifreeze will make your head hurt. My understanding is not to use the Extended Life Antifreeze in older MV's. I use the green with the diesel engine additive DCA, or Antifreeze with it already in it. I think the military only uses the green.

NHC 250 missing out, bogging, then revving up on its own

You may look at the pickup tube in the tank. They can get a crack at the top of the tube and pull in air. It happen to my truck many years ago.

It is on the passenger side below the heater and by the bigger engine diag. plug.

    Haldex wiring

The ECU would be a good place to start, but it could be the wiring, wheel sensors, solenoids.

    Haldex wiring

All the wires in your photo are for the ABS system. The red wire should have a 15amp fuse and the yellow wire should have a 3amp fuse. Sounds like your ECU is bad for the ABS system, That is what is in your 2nd photo back over the rear axles.
