From my understanding, the C11's can be configured differently. As you know, the C11 operator on the C57400 assembly is 5 postion, two being spring return. The C11 on the assembly I bought was maybe only two position. ?? Don't recall. I just bought it hoping to steal the shaft from it.

The pic to me looks like an injector pump...though I'm a new 803 owner.
I'd guess the rubber line is on the suction side of the injector pump. I'll pull that and see if you have flow and temporarily connect a fuel pressure gauge there.
I bought a running 803 on govplanet last month. Guys here on Steelsoldiers were a big help in getting in operating in tip top shape. I love the idea of getting an engine from a 400hz unit. Good luck.

Got the pressure gauge. Got a small load center and some heaters.
I've been running it as hard as it would allow. Was still struggling to get above 75% load and frequency was up and down plus and minus 2 hz.
