I wonder if they fried the voltage regulator by starting wrong sequence or running battery down and tried to start with weak batteries or overcharged with a manual charger?
You are correct as the antenna tuner is worth the price of admission. Typically always removed at demill. Very few leaked out attached on any type of surplus. What are your plans for the tuner?
I have seen many m1097's last year with shelter rails and mounts for the unit to poke out further...

I would recommend you change the internal pan filter also.
Mine came with dexron already changed when I picked it up directly from Ft. Polk. Mine shifts great and no issue. I do not carry weight and tow small trailers occasionally.

I would be more concerned on what can brake 30k plus truck safely and reliably.
A deuce air over hydraulic stopping itself and 30k was not what is designed for minus an axle and 2 brake drums. Max towed spec on a m35 with no alteration is 10k.
A m939 series 5 ton or such with total air brakes...
Todd has given you sound and correct advise. Those do appear to be hemtt wheels which oe are 1600's that fit a 5 ton but slightly thicker and different offset which is giving you the blues with the studs. This has been a known issue more with the front than the rears.

Please post pictures of your tires and rims. Do you have adapter plates?
Are the rims angled holes for tapered lug nuts? lug centric instead of hub centric?
If the drum goes on correctly with new bearings and you can set the nut, I would say no worries on the angle. It will just wear the tire faster and slightly uneven. For the use you envision. Ymmv
Yes try another cut and spray pentrating oil and atf to let it sip in.
A3 axles are pricey some on ebay as they have the drop for hmmwv wheels and tires.

Most military oe chain hooks would not pass standards as they don't not have a latch to keep from coming off due to vibration.
