That looks like it started as a m931 tractor with 15k towing on pintle. It would do over 30k on the fifth wheel.

I would be more concerned on what can brake 30k plus truck safely and reliably. A deuce air over hydraulic stopping itself and 30k was not what is designed for minus an axle and 2 brake drums. Max towed spec on a m35 with no alteration is 10k. A m939 series 5 ton or such with total air brakes...

If the drum goes on correctly with new bearings and you can set the nut, I would say no worries on the angle. It will just wear the tire faster and slightly uneven. For the use you envision. Ymmv

Yes try another cut and spray pentrating oil and atf to let it sip in. A3 axles are pricey some on ebay as they have the drop for hmmwv wheels and tires.
