I believe this was changed to HB 1366. I rece bought a 2007 HMMWV. I went to Hazel Dell Auto Licensing and was able to get a title ( still incoming usps), but no matter what I did was only able to register it for off-road only.

Hazel Dell Auto in Vancouver only let me register my HMMWV as off-road only. I wonder if I could get collector plates in a couple years…
