And take a look to see if there is a lockout hub installed. some people put one single lockout on one of the rear hubs. Also, I have seen the axle shafts completely pulled and a cover cap installed. That would be an easy fix.
I thought ground also because LEDs really need a good ground.
If you have power in the voltage range the LEDs support (often 9-36V), and a good ground, there is no reason they wouldn't light up, unless defective. Maybe the leads are labeled wrong on the new LEDs?
