How to post pics in Conversations, can’t upload from computer/tablet?

How do we upload pics for a Conversation with another member? All the pic icon will allow for is to post the URL of a pic already on the interwebs…if we have a photo only on our local tablet (iPad Pro) or computer, how can we do this please? All my Conversations editor will allow me to do is link to a pic already on the interwebs.
