M1031 transmission issues

Hey there, im very new to cucv trucks, I was given the opportunity to fix an m1031 truck, if i fix it I can have was the the deal, I recently got the engine running, which im pretty excited about, it has been sitting for at least 6-7 years maybe more, when I first put it in gear nothing happened but after a little bit it started to creep but that was only with high rpms is my transmission shot? Is there anything else that could be? Ive put a lot of time in it and just stuck on what it could be, Its got the 205 transfer case which the pto wont engage either,

I know how to work on trucks just not very good at diagnosing things lol

It’s got the bulletproof Turbohydramatic 400 in it. Start with the basics. What is going on with the fluid level?

So I checked the fluid and it's extremely full, probably because the torque converter drained? Well I decided to just change the fuild and filter, come to find out there no filter intake hose? The filter was just sitting in there barely bolted, im assuming that would have done cause as to why the truck wouldn't move? Like there's no way for the fluid to move if the hose isn't connected from the filter to the transmission?
