NOS Seatbelt replacement will not extend - defective?

Hello!

I tried searching the TM and while they show how to R&R the three point seatbelt on the M998, they don't show what to do when it will not extend.

I purchased a AM General Hmmwv Humvee Hummer H1 3 POINT SEAT BELT-REAR LH/RH-12480530-OEM-New and the packaging and label looked old and did not look like it was Chinesium, but who knows.

I cannot pull the belt out more than a couple inches, then it locks. I tried beating on it with a dead blow hammer, pulling it, pushing the belt further rolled up - it is stuck.

Is it defective or is there some magic to get the belt unlocked? I don't want to buy another and have the same deal. Looks like this:

Never mind! The belt now works perfectly after sitting the hot truck while I googled, read the TM and posted this.

Don't you just love possessed parts?

There is a pendulum inside that locks the belt. It only unlocks when hanging perfectly straight down. Mount the reel to the pillar and it will be straight and it will unlock
