Trying to put 16’s on this short wheelbase truck and the hydraulic reservoir is in the way. Can I relocate it above the rails or will that affect performance?

I am guessing that it needs to be at the level it is.
It is a gravity return that feeds back into the reservoir.
Gravity doesn't run down hill if it is too high...

The dump trucks place the hydraulic tank above the rails, behind the cab, centered.

Yes you can relocate it, and no it won’t affect performance. Just don’t restrict the suction line, these vane pumps do not like pulling a vacuum. IE don’t kink or use smaller ID hoses.

But don’t lay the tank on its side or any other orientation than the way it is now. You will introduce air and starve the pump.

M932 (tractor with winch) has it behind the cab center so you're good to relocate it as you see fit.
