Sure you can overhaul the system using now available crap repro parts. May not gain much reliability.
Does your brake system have silicone fluid (BFS) in it from the military? If so just top off the master cylinder and rebleed. If someone put in nasty regular brake fluid, yup you are looking at an end to end overhaul and line flush. Many hours of work.

Before you jump to a hydrostatic lock conclusion, I would have the batteries charged and tested. Slave starting is a last resort and how start boxes get smoked.
The “valve” on top of the fuel filter is the pressure transducer for the STE/ICE. You can get rid of it.
The residue fuel in the injection pump is the same nasty crap as in the tank, my guess is the pump passages are gummed up and blocked. Send to overhaul.
