Alright, so I disconnected the inlet braided hose from the filter and dipped it into a diesel container. I switched to "vent mode" and activated the purge switch but the pump did not draw fuel and the pressure gauge showed zero.
Then, I disconnected the return line to tank downstream of the solenoid to rule out a blocked discharge but again, nothing coming out from the pump. If that was the case, I should see pressure on the gauge, assuming it is working properly. So I removed the Webster pump and started opening it.
I have not rebuilt this type of pump before so not sure what to look for but it looks good inside. That is where I am at.
