From what I have heard.
Just having a Bill of Sale will not get you a title.
If a vehicle coming into PA does not have a good title from another state, getting a PA title can be difficult. But, it can be done if you can find someone that is familiar with the process.

As for weights, if the trailer has a GVWR of less than 3,000 on the manufactures tag, it does not need inspected. Anything over 3,000 lbs need to be inspected and needs to have brakes.

Key Regulations and Requirements
  • Registration & Titling: All trailers, regardless of weight, must be registered in Pennsylvania.
  • Inspections: Trailers with a registered gross weight over 3,000 pounds require an annual safety inspection, unless they have a gross weight/GVWR over 17,000 pounds and display a valid federal inspection.
  • Brakes:
    • >3,000 lbs GVWR: Must have brakes on all wheels.
    • >10,000 lbs GVWR: Must have a break-away system.
  • Lighting: Must have working tail lights, brake lights, turn signals, and reflectors.
  • Safety Devices: Safety chains are required, and a rear bumper or under ride protection device is required if the rear end is more than 30 inches from the ground.
  • Dimensions:
    • Width: 102 inches (8.5 feet).
    • Height: 13 feet 6 inches.
    • Total Length: 60 feet (including towing vehicle).
  • Speed Limits: Trailers must adhere to posted speed limits, and drivers should exercise caution in high winds.
  • License Class: A Class A license is required if the combination weight rating (trailer + truck) exceeds 26,001 lbs
