M932a2 Titling question

Hey, long time lurker, first time poster in a decade or so. I have a customer who is paying me in M932a2s. Three of them to be exact. Two of them he bought from GL in 2014 but never got or did the SF-97 form and has lost all his GL info (I know this because I was hired to move two of the trucks from a base to his shop at the time). I live in Massachusetts. What are my options for titling the ones with no titles and a bill of sale only? My insurance agent told me my only option is a bonded title and I'm hoping that is not the only option. I intend to sell these immediately. I already have someone in New York who is interested in one. My goal was to just register them as antiques and get a title out of Vermont with a bill of sale. But last time I did that was 2012 and apparently you can't do that anymore.

Any help would be greatly appreciated.

Bonded title or a titling agency are the only ways unless you state offers something special for antiques. Some of those NE states don't offer titles on older vehicles such as Connecticut. It's a pain to get titles but doable.
