Pretty hard to say. A number of things could be wrong.
The last 803a I brought was similar age with a couple 100 hrs on the clock. It would not start either. It ended up being a leaking fuel hose between the water separator and the fuel filter. Didn't see it at first because it was tuck away, but it eventually leaked enough fuel to notice the puddle forming.

I see vapor in the second crank video, so something is getting in there. Possibly water in fuel? No preheat?

The fuel system is not primed between the fuel pumps and the injectors. Since it was hitting here and there, that does reduce the chance of it being a stuck fuel pump delivery valve.

The machine otherwise looks good and I wouldn't hesitate to pick it up.

I'd bet the primary electric fuel pump is not working ( despite hearing it clicking ) and the fuel system does not have the low side pressure required to start.
Yes, I said low side pressure. For anyone who isn't aware, an 220/003 will start as long as fuel is present inside the IP.
An 802/803 typically will not, unless it has a small amount of pressure ( 2 psi or so ) on the input side.
But that's speaking in general.... not this specific generator , since it's forbidden territory! :ROFLMAO: Now if you'll excuse me, I have a 10Kw generator to go bid on...
