MEP-831A rough run / surging

I'm working on a MEP-831A trying to set the governor. However, I can't seem to get the engine to run smooth to be able to do the adjustments on the board.

When I hold the governor arm, the engine runs smooth. When I don't, it surges.
I'm thinking it's got to be something in the controller. Unless I just need to go back and readjust the actuator linkage rod.

I'm leaning towards replacing the the controller. Being a work generator, I'll have to get approval.

However, I'm one that wants to know why and how something works, or is not working. That and the fact I'm the one that gets to know all our ex-military generators intimately.
Since it seems the actuator is erratic, my mind says I should be able to take a meter reading at terminal J and H and see fluctuating voltage. Am I correct in thinking this?
One thing I didn't do was adjust the speed potentiometer on the controller. Could this be an issue?

See post above. He has the stuff. Can't tell you anything else. Davidpoz and Callmecolt on youtube both go through this genset and one does use the above setup to fix the surge. Works great.
