what you change is the amount of time it takes to build the pressure, but it shouldn't affect the actual pressure.
Working pressure or circulation pressure? I know on my hydraulic gear pump the amount of pressure is RPM dependent till it reaches the pressure that the relief valve is set to then it bleeds off the extra pressure back to the tank.

I'm unsure how power steering regulates pressure

For the last question, power steering only uses pressure when you are turning the wheels. friction in the system is likely what builds the pressure, as reading the troubleshooting pages posted below it only mentions the pump being an issue if pressure or flow is too low, and not anything else in the system.

Looks like the manuals are a little different, but according to the earlier manual it's supposed to be 150-250psi and 2.5-3.5gpm flow, and the later manual says 220-250psi and 2.75-3.25gpm flow.

well changed the fluid and it is quieter and thinner but u have no idea what fluid was in there other than it was some kind of ATF.

can still hear the pump tho so going to try and sound proof it next I'll report back when I get around to doing it.

these pumps are very robust (and a little whiney) but from my experience if all the components are not damaged, the two internal seals are what i have seen fail, not sure if it just leaks pressure or allows air in. the bearing is a 6004 i believe and the seals are part number 61CD67 from Grainger. cleaning the seal between the two halves is really important as well as tightening the Bjesus out of the 4 hex. there are two "dial pin" holes, the one on the left upper is the one i used, insert shaft from front the install the rotor with the missel shaped key and roller bearings. Front and rear plate are notched to fit on that "dial pin" those UHMW seals dont see any movement so i have not had any trouble with them, but if you do good luck finding replacements. Just my experience, i have only rebuilt two, both had same problem. pretty dramatic leak at the seal behind the bearing.

What happens when you put the high BAR pump in an application that requires the low BAR pump? Asking for a friend
The steering system is a open hydraulic system, there is little pressure until a device, brakes, steering, Cadillac valve etc. calls for it, so unless you do something stupid like pound all 200 lbs on the brake pedal or hold the steering at lock which you should not do on any vehicle, the actual pressure will not much higher than with the low BAR pump
