Push button light switch testing.

Got some stuff I'm going to be posting in the classifieds. Among the items are two push button light switches; one marked "Good?" and the other unmarked.
I'd like to test these before putting them up but have no 24 VDC system vehicles. Any way to check them out with a VOM alone? I do have a connector w/ lead wires so I can at least ID which wire/pin I'm testing. I'd just as soon not ask the going price for a push button paperweight-- or take paperweight prices for a good switch.
Both are clean with little to no wear but then, smoke doesn't leave much of a stain so... ?

VOM set to ohms (O of VOM) works fine for testing. 12 volts also works for testing switch contacts on a 24 volt-rated switch.

Push button headlight switch testing done using a DC power supply and a VOM.
Connected ground wire first, applied DC voltage to the #15 wire and Switch number one came on; all buttons flashed blue then went to amber.
Made a selection then pressed ENTER and all looked good. Press ALL OFF then ENTER and everything went back to amber.
Make selection then wait too long to press ENTER and the selection had to be made again. Switch number one tests good.

Same process for Switch number two.
Everything does what it should as far as flash blue then go to amber. However, when I make a selection then press ENTER,
the selection doesn't hold and everything goes back to amber.
Can these switches be repaired? I know better than to open the switch up, knowing I won't know what I'm seeing,
but my knowledge of electronics stops at selecting the right knife blade to stick into a wall receptacle.
