Radiator Side Shield Rubber Replacement

How do you guys replace the rubber radiator side shields that are riveted in place? Drill out the rivets and then use small bolts? Or do you rivet the new ones in place?

I don't know if your truck is like the 5 tons I fought with this rubber strip when removing the fenders every time.My fix was to remove the rivets and use number 10 machine screws with washers on the strip,IMG_2479.JPG and after the fender is put back on put the screws through the old rivet holes and tighten with a nut.
