What would it take to mount this to an M998 ?

Money. Lots of money.

As far as I know you'd first have to turn it into a 4 door hard top, as the 2 door cab isn't long enough to mount a turret bearing (or if it is there is nowhere to stand properly due to the engine doghouse being there)

If it's not made for the HMMWV, then you'd likely need to have a custom B-pillar fabricated, and possibly a custom C pillar, though that's less likely.
Then a heavy enough roof and support for the turret bearing. If it is the same actual bearing turret as the HMMWV can use, then it's just the correct roof and supports.

The turret itself , less the plate and tubes is M10xx series Hmmwv parts.
Lots of mods needed to use as is in the normal turret location.
Or add it behind the 2 man top from B pillar to D pillar...4 legs and lots a mods.

Custom Tube B-Pillar and some supports to a "C" pillar would get it in there. probably an extension to the windshield frame too.

That's what i was thinking. A skeletal framework to hold the ring in place and forgo a top entirely.

This may turn into a spring project. I'd like to do it in such a way where it could be easily reversed and restored to baseline.

Think something like this.

But with (4) smaller guns.
Actually this experimental navy platform was my inspiration. After cleaning pine needles off it at the museum I volunteer at I kind of got inspired to make something like it.
So anything is possible.
But it all started for me when I found one of those exact turret bearing plates.
You can see what it looks like over in the Munitions discussion forum section if you want to see what going down a rabbit hole and 8 years of lost time and money looks like.

At this point I'm contemplating building a standalone cage type thing that would mount the ring and be able to be lifted in and out of the M998 bed by crane. Set the height to where that the gun could be depressed far enough to leave very little dead space close to the vehicle.

2x2 square steel tubing, and center the ring side to side.
