In California, are seat belts required to be installed onto the troop seats if carrying people in the cargo area?

I do have two seat belts in the cab area that looked like they were installed when the vehicle was made back in '68.I asked a state police officer years back, maybe ten years ago, here in New Mexico, about more people than seat belts. He told me that as long as all the seat belts that the vehicle had factory were being used, adding more people was legal without everyone having one.
Where is have my M35A2, there's certain events that are presented, like fairs, or something called Whiskey Flats Day, in which people need to find a way to get there via Uber, or favors from any townsfolk needing money. But those vehicles only can transport a couple to a few people. Where I am, I'm on one side of a huge lake. The events are one the other side. I'd figure that i can put a lot of people in the cargo area only asking for the going price to get to the event. Then of course, bringing them back. Plus, they'd enjoy riding in an MV. The towns around the lake are very military supportive.For what purpose do you want to have people in the cargo box?
California is going to want you licensed commercially for that.Yes, exactly. I could easily make several hundred dollars in just a couple of hours if it was $20 dollars a head.
