I asked a state police officer years back, maybe ten years ago, here in New Mexico, about more people than seat belts. He told me that as long as all the seat belts that the vehicle had factory were being used, adding more people was legal without everyone having one.

I do have two seat belts in the cab area that looked like they were installed when the vehicle was made back in '68.

No Deuce or 5 ton had seat belts installed in it until the late 80's. Or better said, I never saw belts in Europe or the States, until an MWO came out requiring that they be installed. And in the back, never.

You need to ask the authorities in CA about what is the rule there. Every state is different.

EDIT:

Here is the MWO for seat belts. dated 1988.

I just thought the seat belts were old because they resemble the lap belts that i have in my 1964 Galaxie. But then again, most lap belts look alike and served the same functions as in any vehicle. I will delve into California's rules much more.

For what purpose do you want to have people in the cargo box?
Where is have my M35A2, there's certain events that are presented, like fairs, or something called Whiskey Flats Day, in which people need to find a way to get there via Uber, or favors from any townsfolk needing money. But those vehicles only can transport a couple to a few people. Where I am, I'm on one side of a huge lake. The events are one the other side. I'd figure that i can put a lot of people in the cargo area only asking for the going price to get to the event. Then of course, bringing them back. Plus, they'd enjoy riding in an MV. The towns around the lake are very military supportive.

Yeah, I thought about Commiefornia would want their gribby hands on the little man that wants to make money
there are already laws on the books for occupants riding in the bed of a truck with no restraints in Cali, been such a thing many years ago.
If you’re gonna start doing event transportation? You better have good insurance.
