The TM doesn't indicate anything beyond cutting it from a bulk part number, so perhaps the coating was just at the manufacturer.

In my 20 years of looking at MEP-002 and MEP-003 gen sets, we never looked at that indicator. We simply changed the filter IAW the TM. Even on Washington, after the St. Helens eruption, we looked at the filter, not that indicator. Useless.
